Optum Bank seeks a passionate and highly motivated Chief Compliance Officer. Reporting to the Bank president, the Chief Compliance Officer will lead all aspects of the Optum Bank Compliance program and Compliance Management System (“CMS”) according to regulatory requirements and expectations of the Consumer Financial Protection Bureau, Federal Deposit Insurance Corporation and Utah Department of Financial Institutions. As a member of the executive team of the Bank, the Chief Compliance Officer will hold a key role in defining the Bank’s compliance posture and strategy. As the leader of a dynamic and growing compliance function, the CCO will direct, advise, and support the business on all matters of regulatory requirements, policies and expectations; work with functional leads and operational leads to ensure applicable compliance and regulatory requirements are identified and adhered to in business processes, and ensure, as part of the 2nd Line of Defense, that compliance risk is identified, monitored, managed, and controlled within Board risk appetites.

Primary Responsibilities:
- Lead execution, management, and enhancement of the Bank Compliance program and Compliance Management System to Board strategic objectives, regulatory requirements and expectations, and regulatory requirements
- Oversee and direct the Bank’s Compliance Program, including Compliance Risk Assessment, Compliance oversight of product development and implementation; acquisitions due diligence and implementation; regulatory change management; policies and procedures; compliance monitoring and testing; compliance training; consumer complaints oversight; and management and Board reporting
- Chair Bank Compliance Committee and advance compliance posture and “tone from the top” among senior bank leadership, enterprise stakeholders, and the Board of Directors
- Manage BSA/AML officer and oversee implementation and execution of an appropriate risk-based BSA/AML and OFAC program
- Manage regular supervisory examinations and interactions as part of the FDIC and UDFI Continuous Supervision Program as well as consumer protection and Community Reinvestment Act examinations of the CFPB, FDIC, and UDFI; nurture and advance regulatory relationships to achieve compliance and Bank strategic objectives
- Supervise Community Reinvestment Act program and collaborate with CRA Officer and other Bank and enterprise constituencies to execute Bank CRA program according to CRA Strategic Plan and supervisory expectations
- Partner with the executive team to develop strategic plans and budgets to enhance infrastructure (people, processes, and technology) to meet Bank goals

Required Qualifications:
- Bachelor’s degree
- 7+ years of experience leading the compliance function in a large/complex bank or other regulated financial institution, including commercial and consumer lending products
- Demonstrated experience in designing and implementing control frameworks to manage regulatory and compliance risk
- Comprehensive knowledge of Bank regulation and regulatory guidance and posture in risk management, consumer protection and CRA

Preferred Qualifications:
- Advanced degree and/or appropriate compliance-related certifications
- Experience delivering fintech solutions through an insured depository institution (build, buy, partner)
- Experience with Health Savings Accounts and other health-related accounts (FSA, HRA, etc.)
- Prior regulatory experience

Colorado, Connecticut or Nevada Residents Only: The salary range for Colorado residents is $134,200 to $257,700. The salary range for Connecticut / Nevada residents is $134,200 to $257,700.
