Job description: Reporting to the Director Corporate and Public Transport Services, with a dotted line to the CEO, this senior role leads the People & Capability and Payroll teams (approx. 20 people), developing and overseeing the delivery of strategies that attract, build, and retain people capability. You will:

  • Become a trusted advisor for the Chief Executive, Council and Directors, providing guidance on all people and employment related matters;
  • Be part of organisational change programmes, fostering an inclusive, positive and innovative culture;
  • Oversee the development and implementation of P&C policy and systems, remuneration, talent and performance management strategies and solutions;
  • Develop and implement the employee relations strategy, managing union-related matters, including Collective Agreement negotiations;
  • Contribute towards valued relationships with all ten Papatipu Rūnanga within the Canterbury rohe (area) and Te Rūnanga o Ngāi Tahu.

You will have:

  • Senior P&C generalist experience covering a wide range of technical HR functions (at least 15 years);
  • An understanding of the machinery of Local Government/public sector (desirable);
  • Operated at senior level, understand the diplomatic nuances and how to keep the organisation safe;
  • Strong leadership experience, with proven ability to influence others, motivate, and develop people;
  • Proven experience leading change and talent management strategies, understanding which levers to pull;
  • Experience with collective negotiations; and sound experience in applying legal precedents and legislation;
  • Strong relationship management skills and able to work with a broad range of stakeholders including unions, Executive Leadership Team, Council and staff at all levels;
  • An understanding of the evolving public sector obligations under the Treaty of Waitangi; experience in integrating Māori perspectives and values into organisational practice.
