Job description: Department / Cluster: Human Resources Division, HA Head OfficePay: This is a senior executive role and will be remunerated accordingly and commensurate with the skills, knowledge and experience of the successful applicant.[Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.]JobThe post-holder will report to the Head of Human Resources Division and the Working Group on Hospital Authority Provident Fund Scheme (“HAPFS”) and Hospital Authority Mandatory Provident Fund Scheme (“HAMPFS”), whichever is applicable. . The key role and responsibilities of this post included:1. Carrying out study and formulating a proposal for the long-term development of HA’s retirement benefit schemes.2. Offering professional advice and guidance on the implementation of future strategies for effective management of HA retirement benefit schemes.3. Overseeing and providing professional insights to enhance the performance monitoring of HA retirement benefit schemes and formulating strategies for member communication.4. Furnishing expert advice on the investment matters and compliance issues pertaining to both HA retirement benefit schemes.Requirements1. Possess relevant professional qualifications in financial planning and financial analysis, and / or other related qualifications in investment portfolio management.2. Extensive track record in funds / retirement benefit schemes management and structure and regulatory framework of MPF schemes.3. Profound experience and knowledge in driving and managing transformative changes in retirement benefit schemes (e.g. structuring / adding / changing MPF service providers).4. Exceptional interpersonal skills for stakeholders’ engagement and communication.Preferred Attributes / Exposure1. Master degree in Finance, Business Administration or related discipline.2. With in-depth understanding of the market trend and practices for strengthening the compliance and performance monitoring of the schemes.3. Strong network with relevant stakeholders including regulatory bodies in funds / retirement benefit schemes management.4. Experience in working with NGOs on study, review and implementation of retirement schemes.5. With proven track record in managing sizable scheme.Remarks1. Please refer to for “Notes to Applicants”.2.
