Our Engineers support internal and external manufacturing operations remain operational, continuously improve and innovate. With our extensive range of facilities and environments, our Engineers have opportunities across many diverse areas including Biological, Chemical, Automation, Capital Projects, Maintenance, Safety, Process Development, Technical Services, Utilities and Validation.

Position Description:

  • Responsible for the safe and compliant execution of maintenance work within our Research Division and Office buildings at the West Point campus.
  • Owns and maintains building and site assets in accordance with applicable requirements to ensure equipment readiness and minimize business interruption.
  • Manages Unionized workforce in accordance with our Company/ United Steel Workers union (USW) collective bargaining agreement.
  • Coordinates activities between customers, facility managers and maintenance staff to ensure adequate building utility operations and reliability.
  • Monitors and improves the maintenance program for associated equipment and systems to provide appropriate operating reliability, flexibility and back-up.
  • Participates in replacement, expansion and budgetary planning to ensure quality service within the limitations of the profit and capital spending plans.

    Primary Activities/Deliverables

    • Oversee staff of United Steel Workers union (USW) Mechanics: Supporting building assets and operations in accordance with agreed to service levels or established business continuity as follow:
    • Manage staff of United Steel Workers union (USW) employees, including work assignment, payroll approval and people management in accordance with CBA and applicable requirements
    • Provide utility outage/shutdown coordination.
    • Provide 24/7 on call support for building operations
    • Perform/support incident investigations (utility, EHS and HR)
    • Investigate and troubleshoot /analyze equipment failure, new technology and operational nonconformity.
    • Develop and maintain preventative maintenance and inspection programs to correct system failures.
    • Establishes and maintains current knowledge of his/her area facilities to provide sound basis for improving efficiency and reducing cost while anticipating future needs.
    • Keeps abreast of new developments and technology and recommends changes to improve service and increase effectiveness of manpower.
    • Comply with environmental requirements defined in Environmental Requirements Manual (ERMs), including compliance tracking of refrigerants and chemicals and comply with safety requirements defined in site safety procedures, applicable codes and standards.
    • Achieve Sustainability Goals and maintain associated metrics as required.
    • Deliver alarm and incident response, troubleshooting/resolution and shift turnovers.
    • Partner with PA Global Workplace and Enterprise Services (GWES)departments and customers to meet customer service needs.
    • Partner with Global Safety and Environment (GSE) to achieve compliance and safety goals/requirements and complete initiatives.
    • Partner with Integrated facilities Management (IFM) partners to effectively operate facilities and plan / execute maintenance work.

    Position Qualifications:

    Education Minimum Requirement:

    • Bachelor Degree in Engineering, Maritime or other technical field such as Business Administration, Science, or similar experience

    Required Experience and Skills:

    • Four (4) or more years of technical management experience related to industrial/utility plant operations, engineering and/or maintenance including water, steam/electricity/chilled water generation and distribution.
    • Excellent communication, leadership, teamwork and customer service skills.
    • Documented experience as a strong performer in current and past positions
    • Ability to handle and prioritize a large number of simultaneous assignments and quickly adapt to changes in business priorities
    • Ability to quickly address issues and develop solutions to minimize compliance risk and improve utility reliability
    • Ability to both think critically as well as communicate effectively
    • Technical problem-solving abilities

    Preferred Experience and Skills:

    • Working knowledge of OSHA standards
    • Completion of OSHA 30 hour
    • One of more years of experience with one or more of our utility systems
    • Lean, Six Sigma Yellow Belt certification or equal experience in application.
    • Knowledge and experience in project and facilities management.
    • Experience using MS Excel
    • Minimum two (2) years of line experience, with people management responsibility
