A vacancy exists in the Office of Budget and Finance.

Examples of Duties

Under general supervision of the Chief Accountant, directs and controls a major unit of accounting for the County. Assists in maintaining the County’s financial reporting integrity which includes the general County government, the Board of Education, community colleges, and the libraries.

  • Supervises a team of professional and paraprofessional accounting staff. Works with and advises all County agencies in achieving the County’s budgetary and financial goals. Responsible for training all County personnel on the accounting system.
  • Assists in developing and implementing County-wide accounting policies and procedures to comply with governmental accounting standards, County law, regulations, and policies, and federal and state laws and regulations.
  • Assists in the design of system generated reports in implementing new accounting standards. Implements accounting system upgrades. Assists in the month-end and year-end close of the County’s accounting system.
  • Manages the preparation of designated areas of financial reporting in the County’s Comprehensive Annual Financial Report, the State Uniform Financial Report and the Federal Single Audit Report. Monitors the billing and collection of all County revenues. Analyzes accounting information and general ledger activity to resolve complex accounting issues and systems problems having Countywide implications. Reconciles accounts.

Examples of Other Duties

Acts as liaison between County agencies and outside auditors. Conducts audits of non-profit and County agencies. Participates in fact-finding and research projects. Performs other related duties as required.

Qualifications

Required Qualifications

Graduation from an accredited college or university with a bachelor’s degree in accounting, business administration, economics, or a closely related field


plus

at least six years’ professional experience in accounting or auditing, three years of which were in a supervisory capacity in governmental accounting and possession of a license as a Certified Public Accountant (CPA).

(Education in accounting beyond a bachelor’s degree may be substituted on a year-for-year basis up to a maximum of two years for the non-supervisory experience.)

Licenses and Certificates

Possession of a license as a Certified Public Accountant (CPA) issued by the Maryland State Board of Accountancy is required within six months of appointment.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

New employees are strongly encouraged to get COVID-19 vaccination.

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions.

Physical and Environmental Conditions

The work of this classification is essentially sedentary but may include operation of office equipment and occasional walking, standing, and/or other limited physical activities. Persons appointed to this classification may be required to work overtime as needed.

Medical Examination and Employment Background Investigation

Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.

Expected salary: $80983 – 126167 per year USD
