The Department of Treasury and Finance is seeking a dynamic and strategic Chief Recovery Officer to lead the Fines Enforcement and Recovery Unit. In this key role you will provide visionary leadership and drive innovative debt recovery and enforcement practices across the state, maximising compliance, and driving vale for the Government of South Australia.About the DepartmentThe Department of Treasury and Finance is the lead agency for economic, digital and financial policy outcomes.They play a vital role in providing financial services to the community, economic and fiscal policy advice as well as digital services to the Government of South Australia.The Department of Treasury and Finance actively promotes flexible working arrangements and values diversity in the workplace.Key ResponsibilitiesReporting to the Chief Services Officer, the Chief Recovery Officer will lead and deliver the specialised and dedicated debt recovery and enforcement capability for the State whilst driving innovation and best practice outcomes.The Chief Recovery Officer is integral to leading and improving the State’s debt recovery and enforcement by applying best practices and managing legislative functions under the Fines Enforcement and Debt Recovery Act 2017.They will lead social and economic issues affecting compliance, enhance citizen education, and streamline self-service options while developing funding models for new agencies, integrate commercial debt collection, and provide strategic advice on complex policy matters. They will ensure governance and compliance with broader government policies while leading sensitive programs effectively.Essential Expertise
- Relevant tertiary qualification in an appropriate field (business, accounting and finance) OR extensive experience in debt recovery (commercial and/or government).
- Demonstrated comprehensive understanding of high-volume client contact environments.
- Demonstrated comprehensive understanding of the role of analytics, modelling and forecasting in a debt recovery environment.
- Strong leadership experience with a demonstrated ability to motivate and inspire others to work together as a team to achieve objectives.
- Demonstrated capability to develop and articulate strategic direction in a complex environment.
- Demonstrated experience in the application of the relevant legislation, policies and procedures, including Code of Ethics, EEO and cultural inclusion.
- An understanding of the legislative requirements of the Work Health and Safety Act 2012.
- An understanding of and ability to manage to the spirit and principles of AS ISO 31000:2018 Risk management – Guidelines.
