Job description: I. BACKGROUND Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality, and healthier, more livable cities throughout Asia. We empower governments and cities by inspiring action and focusing efforts on the planning and implementation of solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution, its detrimental health impacts and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at city, national, and regional levels. Since 2008, we have been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country Networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka and Vietnam). Our headquarters are in Manila, Philippines, and we have offices in Beijing, China, and New Delhi, India. About the project The Quezon City Government through the Climate Change and Environmental Sustainability Department (CCESD), with the assistance from the C40 Cities Climate Leadership Group and Clean Air Asia, has gained significant momentum in building an evidence-based Air Quality Management Plan (AQMP) and increasing the city’s capacity on air quality monitoring since 2020. Through the successful implementation of the Quezon City Air Quality Management (AQM) Project Phase I, from 2022-2023, Quezon City Government was able to: (1) Deploy low-cost air quality sensors to create an estimate of current baseline air pollution (2) Train personnel in air quality monitoring and management (3) Develop the Quezon City Air Quality Communication Plan (AQCP) (4) Develop of the Quezon City Air Quality Management Plan (AQMP) Quezon City Air Quality Management (AQM) Project Phase II is focused on: (1) Implementing pilots of measures identified in the AQMP (2) Strengthening the institutional arrangements and personnel skills of the Quezon City Climate Change and Environmental Sustainability Department (CCESD) and the Air Quality -Technical Working Group in using data for decision support and policy development (3) Supporting the implementation of the AQCP through developing and distributing information, education and communication materials. One pilot project in the AQMP that will be implemented under QC AQM Project Phase II is the Bike-to-School project. The Bike-to-School project aims to increase the number of students who use bicycles in their school journeys through ensuring safe cycling in school zones. Promoting bicycle use to students has environmental, health, economic and social benefits. The Quezon City Government is also keen on integrating the concerns of students with disabilities in the pilot project towards making the use of bicycles a transport option for everyone. The Consultant will part of promoting a sustainable transportation option for students and other school population. They will be expected to support the development, implementation, monitoring and evaluation of a pilot project that pursues cleaner air, and accessible transportation. II. RESPONSIBILITIES AND SCOPE OF WORK We are looking for a dynamic and self-motivated individual interested in active transport as an air quality and climate mitigation action, to contribute to the Bike-to-School project in Quezon City. Under the direct supervision of the Sustainable Cities Lead and working closely with the Transport Researcher, the Project Assistant will have the following responsibilities: A. Implementation and Monitoring of Pilot Projects Implementation 1. Perform desktop research and consultations with Quezon City stakeholders and project partners needed to continue informing the implementation of the Bike-to-School pilot project 2. Coordinate and liaise with Quezon City Government, stakeholders, and partners for implementation of pilot project activities 3. Support planning and rollout of the pilot project, specifically by assisting with the following activities: Stocktaking and scoping for the implementation of the Bike-To-School pilot project Development of the strategies, mechanisms, and workplan for implementation of the Bike-To-School pilot project Implementation of the Bike-To-School pilot project, based on the workplan developed Conduct of a peer-to-peer learning session on e-mobility and active transport Development of concept notes, meeting reports, and other documents related to the activities listed above 4. Assist in the development and implementation of the monitoring and evaluation plan for Bike-To-School pilot project implementation 5. Support the development and updating of key project documents and deliverables, as assigned by and under the guidance of the supervisor or Clean Air Asia team B. Stakeholder Engagement and Event Documentation 1. With the Project Team, organize meetings, trainings and workshops among Clean Air Asia, Quezon City government, and other stakeholders. These include regular progress update meetings, consultation meetings, capacity building or training workshops, and other events for the Bike-To-School pilot project. Note: The organization of such meetings and workshops may include preparation of agenda and invitation letters (with input from the Clean Air Asia team), briefing notes, setting up of logistical arrangements such as venue and, follow-ups and coordination with invitees or participants, etc. 2. Support the conduct of stakeholder engagement events for Quezon City Government, particularly the National Bicycle Day launch and the Quezon City Clean Air Conference, through facilitation of sessions and group discussions, among others, when aligned with the Consultant’s background and experience. 3. Lead the development of meeting and events documentation, through written reports, with the support of team interns C. File Management and Other tasks 1. Provide support in data management and file management of Work Package 1 and other project documents 2. Assist in other relevant tasks for projects under the Sustainable Transport Team such as support to management of data and knowledge products, research, and report writing III. ELIGIBILITY REQUIREMENTS AND CRITERIA A bachelor’s degree in Environmental Science, Social Science, Environmental Policy, Civil Engineering or any related discipline. Practical experience as a bicycle or light electric vehicle user is an advantage Experience working on non-motorized transportation or active transport projects and activities Experience in conducting qualitative research, particularly focus group discussions and surveys Experience in community engagement, particularly at the barangay level Experience in handling and analyzing data (particularly spatial data), stakeholder coordination and engagement, comprehensive report writing, and team-based delivery of outputs Experience and access to QGIS or Google My Maps is an advantage Experience and access to Sketchup or related products is an advantage Competence and proficiency in using online Microsoft Office tools and applications Excellent research and oral and written communication skills Has great attention to detail; follows a systematic and organized approach towards work Ability to work independently and as part of a multicultural and multidisciplinary team IV. DURATION , REMUNERATION and OTHER BENEFITS The Project Assistant (consultant) will be appointed from November 2024 until April 2025 on a part-time (12 days per month), fixed-term consultancy contract. The position will have a hybrid work arrangement, involving a combination of work-from-home and in-person meetings/activities in Pasig (Clean Air Asia office) and Quezon City. The work schedule will be agreed with the Clean Air Asia team. The remuneration is competitive but may vary subject to the candidate’s professional qualifications and work experience.
